Is Dream Referral secure and HIPPA compliant?
The HIPAA Security Rule mandates the security of electronic medical records (EMR). Rather than being vague, like similar services, the Dream Referral team wants to tout how we address these concerns. Unlike the Privacy Rule, which provides broader protection for all formats that health information may take, such as print or electronic information, the Security Rule addresses the technical aspects of protecting electronic health information. More specifically, the HIPAA Security standards address these aspects of security:
•Administrative security- assignment of security responsibility to an individual.
•Physical security- required to protect electronic systems, equipment and data.
•Technical security- authentication & encryption used to control access to data.

Dream Referral requires that all users agree to a strict end user agreement that includes language regarding Protected Health Information (PHI). Only specific staff, under the direction of our chief technology officer, has access to the databases that may contain patient data. Our servers are in a hardened bunker with restricted access and electronic surveillance. The system requires user authentication and strong passwords of at least eight characters and at least one digit. We utilize the highest level of AES- Advanced Encryption Standard — available. AES has been selected by the US Government's National Institute of Standards and Technology (NIST) as a Federal Information Processing Standard and is utilized by the NSA to protect classified information up to the TOP SECRET level.

What is an electronic signature and how does it help protect the electronic documents?
On June 30, 2000, President Clinton signed into law the Electronic Signature in Global and National Commerce Act (E-SIGN Act). E-SIGN became effective in the United States on October 1, 2000. E-SIGN implements a national uniform standard (the ‘floor’) for all electronic transactions and encourages the use of electronic signatures. Dream Referral's electronic signature technology meets and exceeds the E-Sign Act's standard. Once the electronic signature is applied; the document is encrypted which makes it totally secure, legal and enforceable.

How does the system protect me against billing audits?
1) The Dream Referral team ensures that all forms are current and that any required documentation is requested during the referral process. Dream Referral also guides the Physician through the process of documentation required by most insurance providers and alerts them when their prescribing varies from the allowed rules established by the insurance providers. 2)Dream Referral provides a centralized tool to manage and archive all referral documentation. At any point the HME may download, print or store the PDFs associated with the referrals in the system.

Does Dream Referral integrate with a document management system?
All documents associated with a referral are stored as standard PDFs. These PDFs can easily be moved into any electronic document management system. In addition to being able to download the PDFs directly from Dream Referral, a CD or DVD can be produced with all of a members referrals as an electronic archive.

Can physician's notes or test results be included with a referral?
Any type of documentation can be uploaded and attached to the referral through the system. The system also provides the user with a faxing option.

Can referrals be searched?
Members can search their active and archived referrals on any number of items: Patient name, Medicare number, address, phone number, physician and more.

What if the physician is not part of Dream Referral?
HME members can easily manage all referrals in the system. When a physician is not a member of Dream Referral, the HME will process all documentation requests as they would normally for a physician that is a member. Those physicians, who are not members, will simply receive a fax instead of an electronic document. The Fax will contain the same information as the electronic document and will be delivered to the physician through Dream Referral’s secure fax system.

Who pays to use the system and what does it cost?
It is free for all physicians and other referral sources. And while we don't publish our HME pricing, the cost is based on a per transaction fee with no monthly recurring charges. Each unique patient received from a physician or referral source or sent to a referral source through Dream Software is a transaction. All electronic correspondence regarding that patient and that prescription are considered one transaction regardless of the number of correspondences to and from the referral source.

Can an HME provider generate a Patient Referral to a Physician?
At Dream Referral, we recognize that all Patient Referrals do not originate in the physician’s office. Many times a patient may visit an HME location or phone an HME location to inquire about a piece of Medical Equipment. For these cases, we have designed the HME referral form so that an HME request can be sent to the physician through Dream Referral. When the HME generates the referral, it works almost the same as when the Physician generates the Referral except that the HME is not allowed to complete any of the physician required documentation. When the physician logs into the system, they will see the request and have all of the documentation necessary to complete the patient referral. The Physician only needs to review the request, complete the physician required questions and submit the referral back to the HME provider. This can all be done, including all required documentation in only minutes.
